به منظور برنامه ریزی بهینه مدیریت منابع مادی و معنوی بخش ارتباطات و فناوری اطلاعات استان آذربایجان شرقی و جذب منابع مالی دولتی و غیر دولتی به استان، اداره كل ارتباطات و فناوری اطلاعات آذربایجان شرقی با همكاری پارك علم و فناوری ، سازمان نظام صنفی رایانه ای و دانشگاه های استان در نظر دارد بانك اطلاعاتی جامعی را به صورت خوداظهاری شامل اطلاعات پایه و تخصصی از فعالیت ها ، محصولات و خدمات شركت های باسابقه و نوپای فعال در حوزه ICT استان ایجاد نماید.

قبلا نیز تلاش هایی برای تشکیل بانک اطلاعاتی مشابه در شهر تبریز انجام گرفته بود که بدلیل عدم استقبال شرکت ها بی نتیجه مانده بود. این بار دولت بصورت مستقیم از طریق درگاه الکترونیکی خود اقدام به این کار کرده است.
