براساس انعقاد تفاهم نامه ای بین شهرداری تهران و معاونت علمی و فناوری ریاست جمهوری، فعالیت شرکت های دانش بنیان مستقر در تهران در اماکن مسکونی بلامانع شد.
به گزارش خبرگزاری مهر، براساس تفاهم نامه همکاری بین شهرداری تهران و معاونت علمی و فناوری ریاست جمهوری که در راستای اجرایی شدن سیاستهای ابلاغی اقتصاد مقاومتی به امضاء رسید، شرکتهای دانش بنیان مستقر در تهران امکان فعالیت در اماکن مسکونی را پیدا کردند.
به منظور عملیاتی شدن این اقدام صورت جلسه ای مابین معاون شهرسازی و معماری شهرداری تهران و معاون نوآوری و تجاری سازی فناوری به امضاء رسید. بر این اساس ابلاغیه معاون شهرسازی و معماری شهرداری تهران در تاریخ ۱۳۹۵/۴/۱۵ به شهرداران محترم مناطق ۲۲ گانه ابلاغ شد.
در این ابلاغیه که براساس تفاهمنامه یادشده، منتشر شده است، آمده است: استقرار آن دسته از شرکتهای دانش بنیان که از طریق معاونت علمی و فناوری ریاست جمهوری معرفی می شوند، در اماکن مسکونی واقع در پهنه های کار و فعالیت و مختلط (پهنه های M و S) که دارای شاکی خصوصی یا آراء کمیسیونهای ماده صد نباشند (مشابه دفاتر مهندسی) بلامانع است.
بر همین اساس، برخی اهداف تفاهم نامه بین معاونت علمی و فناوری و شهرداری تهران توسعه اقتصاد دانش بنیان در شهر تهران، کمک به حل مشکلات شهرداری از طریق نوآوری و فناوری، ترویج وفرهنگ اقتصاد دانش بنیان، ایجاد و توسعه فرصتهای شغلی برای دانش آموختگان، بازارسازی و بازاریابی محصولات دانش بنیان زیر نظر کمیتهای مشترک در حال پیگیری است.
برپایه این تفاهم نامه اعضاء کمیته مشترک محمودشیخ زین الدین معاون نوآوری و تجاری سازی فناوری معاونت علمی و فناوری ریاست جمهوری و پرویزکرمی مشاور معاون علمی و فناوری رئیس جمهوری که نمایندگان تام الاختیار معاونت علمی و دکتر بابک نگاهداری رئیس مرکز فناوری شهر تهران نماینده تام الاختیار شهرداری تهران در اجرای این تفاهم نامه هستند.
البته فعلا این خبر فقط برای تهران صحت دارد و امیدواریم شهرداری تبریز نیز سریعتر نسبت به این موضوع اقدامات لازم را انجام دهد.

According to a report by Mehr News Agency, based on the cooperation memorandum between Tehran Municipality and the Vice Presidency for Science and Technology, which was signed to implement the announced policies of resistance economy, knowledge-based companies based in Tehran have found the opportunity to operate in residential areas.
In order to operationalize this action, a meeting was held between the Deputy of Urban Planning and Architecture of Tehran Municipality and the Deputy of Innovation and Technology Commercialization. Accordingly, the announcement from the Deputy of Urban Planning and Architecture of Tehran Municipality was communicated to the esteemed mayors of the 22 districts on 2016/07/05.
In this announcement, which has been published based on the aforementioned memorandum, it is stated: The establishment of those knowledge-based companies introduced by the Vice Presidency for Science and Technology in residential areas located in work and activity zones and mixed zones (zones M and S) that do not have private complainants or decisions from the Article 100 commissions (similar to engineering offices) is permitted.
Accordingly, some objectives of the memorandum between the Vice Presidency for Science and Technology and Tehran Municipality include the development of knowledge-based economy in Tehran, assisting in solving the problems of the municipality through innovation and technology, promoting and cultivating the knowledge-based economy, creating and developing job opportunities for graduates, and marketing knowledge-based products under the supervision of a joint committee.
Based on this memorandum, the members of the joint committee include Mahmoud Sheikh Zeyn al-Din, Deputy of Innovation and Technology Commercialization of the Vice Presidency for Science and Technology, and Parviz Karami, advisor to the Vice President for Science and Technology, who are authorized representatives of the Vice Presidency for Science and Dr. Babak Negahdari, Head of the Technology Center of Tehran, who is the authorized representative of Tehran Municipality in implementing this memorandum.
Of course, for now, this news is only valid for Tehran, and we hope that Tabriz Municipality will also take necessary actions regarding this matter more quickly.
