به گزارش سرویس فناوری نصر، به موازات پیشرفت تکنولوژی ارتباطات و زیرساخت ها کیفیت زندگی شهری نیز متحول شده است تا جایی که امروزه بیش از یک دهه از ایجاد مفهومی به نام شهر هوشمند که به منظور پاسخی به فرآیند شهرسازی، توسعه اقتصادی و افزایش درخواست برای زندگی پایدار تعریف شده است می‌گذرد و پس از گذشت این زمان دیگر شهر هوشمند یک نگاه لوکس مدیریتی نیست و در جامعه یک ضرورت به حساب می آید تا باعث بهبود شاخص ها و افزایش بهروری در مدیریت شهری شود اما متاسفانه شهر تبریز از این قافله عقب مانده است.

مهدی خرامش در گفت و گو با خبرنگار سرویس فناوری نصر در خصوص سرعت پایین رشد حوزه فناوری شهری در تبریز با اشاره به اهداف اداره ارتباطات و فناوری اطلاعات در راستای ارائه بستر و فراهم کردن زیر ساخت های مورد نیاز تکنولوژی ها گفت: این سازمان تقریبا به این مرحله رسیده است که اکثر نیازها برای رشد فناورانه شهر در تبریز را فراهم کرده است، اما متاسفانه شهرداری تبریز و سازمان آمار و فناوری اطلاعات این شهرداری که متولی اصلی هوشمندسازی شهر هستند هیچ گونه همکاری برای توسعه این امر انجام نمی دهند.

وی با ابراز ناراحتی از عدم هماهنگی و همکاری بین سازمان ارتباطات و فناوری اطلاعات آذربایجان شرقی و شهرداری تبریز با بیان اینکه انتظار بیشتری از مسئولان عامل دارد، اظهار داشت: طرح های جوانان و بخش خصوصی که توسط ما به سازمان آمار و فناوری اطلاعات شهرداری تبریز معرفی می شود هربار به کارشناسان این سازمان ارجاع داده می شود و پس از گذشت چند روز یا ماه ها طرح به دلایلی مورد قبول واقع نمی شود و یا معلق می ماند.

وی با اشاره به اینکه طرح های مختلفی در حوزه توسعه شهر هوشمند و استفاده از تکنولوژی اینترنت اشیا توسط جوانان به سازمان آمار و فناوری اطلاعات شهرداری تبریز ارائه شده است، اذعان داشت: متاسفانه این طرح ها بعد از معرفی به شهرداری یا به سنگ می خورد یا معلق باقی می ماند.

سرپرست سازمان ارتباطات و فناوری اطلاعات اذربایجان شرقی افزود: انگیزه و سیاست کاری نامشخص این سازمان سبب شده است جلوی پیشروی حوزه فناوری در استان را گرفته شود .

وی ادامه داد:می توانم صراحتا بگویم تا مادامی که تفکر و دیدگاهی که در این حوزه از سوی شهرداری وجود دارد ما به نتیجه نمی رسیم و این عدم تعامل و نا هماهنگی بازخوردهای سنگینی خواهد داشت.

وی با اشاره به اینکه سازمان مربوطه به شهرداری در نظر دارد برنامه راهبردی برای حل این موضوع تعبیه کند، گفت: احتمالا تهیه این سیاست کاری یک سال به طول می انجامد و در این مدت تبریز فرصت های بسیاری را در حوزه توسعه فناوری شهری از دست خواهد داد.

خرامش تاکید کرد: شهرداری وظیفه دارد کارشناسان مربوطه را موظف به بررسی و تایید طرح های ارائه شده کند زیرا در برخی موارد مشاهده شده است با وجود طرح آماده و ارائه شده توسط جوانان این ارگان به جای قبول آن اقدام به دوباره کاری کرده و تلاش می کند خودش اقدام به پیاده سازی کند.

وی با انتقاد از همراهی نکردن شهرداری تبریز در زمینه اجرای طرح های مرتبط با شهر هوشمند و اینترنت اشیاء طرح های پیشنهادی همچون هوشمندسازی جمع آوری زباله در تبریز، گفت: متاسفانه این سازمان در زمینه همکاری برایتوسعه ارتباطات بهانه تراشی می کند و اقدام به اخذ هزینه های کلان با عنوان های مختلف از اپراتورهای مخابراتی، کرده است.

وی در ادامه اظهارات خود در ان خصوص این ناهماهنگی ها گفت: نسبت به افزایش ضریب نفوذ تلفن همراه نیز مشکلاتی با شهرداری داشتیم، چرا که اجازه نمی‌دهد دکل‌های ما در سطح شهر نصب شود و در دو سال اخیر با محدودیت‌هایی فضایی و فنی در شهر مواجه بودیم.

سرپرست ارتباطات و فناوری اطلاعات آذربایجان‌شرقی افزود:ما حتی سعی کردیم از حیاط مدارس و یا سقف خانه‌های شخصی برای نصب دکل استفاده کنیم که شهرداری دو سال بعد عوارض سنگینی از مالکان شخصی اخذ می‌کرد و در نتیجه با کسانی که قرارداد بسته بودیم از ادامه همکاری ممانعت می‌ورزیدند و از این رو کیفیت و ضریب نفوذ تلفن همراه در برخی نقاط شهر افت پیدا کرد.

وی متذکر شد: این رفتار شهرداری موجب کاهش ضریب نفوذ تلفن همراه در استان و ایجاد نارضایتی در بین شهروندان شد.

این گزارش می افزاید،خرامش انتقادی دیگری که از شهرداری داشت در خصوص برخی موازی کاری ها و انجام پروژه های تکراری در شهر بود که متولی برگزاری آنها سازمان دیگری است، وی با بیان اینکه مخابرات آذربایجان شرقی در سطح تبریز زیرساخت های فیبر نوری را فراهم کرده است، گفت: شهرداری قصد دارد دوباره با همکاری یک شرکت خصوصی به صورت موازی فیبر نوری بکشد در حالی که متولی چنین زیرساخت هایی باید یک نفر باشد و شهرداری موظف است از آن ظرفیت ها استفاده کند.

وی با بیان اینکه سیاست های سازمان ارتباطات و فناوری اطلاعات در حوزه فناوری اطلاعات در جهت توسعه دولت الکترونیک در سطح استان خواهد بود، گفت: ایجاد بستر استفاده از خدمات دولت الکترونیک ، ایجاد اینترنت پر سرعت، افزایش پهنای باند ورودی به استان، گسترش دفاتر پیشخوان شهری و روستایی از مجموعه پروژه هایی هستند که برای گسترش زیرساخت ها در تمام مناطق آذربایجان شرقی و فراهم کردن بستر برای فعالیت های فناورانه برنامه ریزی شده اند.

و با اشاره به اینکه این سازمان وظیفه دارد برای توسعه کسب و کارهای نوپا زیرساخت های لازم را ایجاد کند، اظهار داشت: مرکز توانمند سازی و تسهیل گری کسب و کارهای نوپا در دانشگاه صنعتی سهند جهت ارائه آموزش، هدایت و مربیگری راه اندازی شده است و همچنین فضای کار اشتراکی در راستای تسهیل گری این کسب و کارها به صورت مجازی در وب سایت www.ictstartups.ir فراهم گردیده است.

وی از بررسی و تصویب 6 طرح از محل اشتغال فراگیر و معرفی به بانک برای اشتغالزایی 30 نفر خبر داد و ادامه داد: 45 طرح دیگر نیز از محل اشتغال روستایی به تصویب رسیده استکه قابلیت اشتغالزایی برای 50 نفر در روستاها را دارد.

سرپرست اداره ارتباطات و فناوری اطلاعات به تصویب 27 پروژه در طرح تکاپو اشاره کرد و افزود: قرارداد یکی از این پروژه ها منعقد شده است.

وی با بیان اینکه یک شرکت خصوصی جهت تولید محتوای دیجیتال و توسعه شبکه اگریگیتور(تجمیع کننده) با ایرانسل عقد قرارداد کرده است، اضافه کرد: این شرکت شروع به جمع آوری محتوا و انتشار از طریق بستر ایرانسل کرده است و این اپراتور امکانات رایگان را در اختیار علاقمندان به استفاده قرار خواهد داد.

وی در انتها خاطرنشان کرد: موضوع انتصاب مدیر برای سازمان ارتباطات و فناوری اطلاعات آذربایجان شرقی در دست بررسی نهاد مربوطه است.

According to the Nasr Technology Service, alongside the advancement of communication technology and infrastructure, the quality of urban life has also transformed to the extent that today more than a decade has passed since the establishment of the concept of smart city, defined as a response to urbanization processes, economic development, and increasing demand for sustainable living. After this time, the smart city is no longer seen as a luxury managerial perspective but is considered a necessity in society to improve indicators and increase productivity in urban management. Unfortunately, Tabriz has fallen behind in this regard.

Mehdi Kharamesh, in an interview with a Nasr Technology Service reporter regarding the slow growth of the urban technology sector in Tabriz, pointed out the goals of the Communications and Information Technology Administration in providing the necessary infrastructure for technologies, stating: This organization has almost reached the stage where most needs for technological growth in Tabriz have been met. However, unfortunately, the Tabriz Municipality and the Statistics and Information Technology Organization of this municipality, which is the main authority for the smart city initiative, do not cooperate at all to develop this matter.

Expressing his dissatisfaction with the lack of coordination and cooperation between the East Azerbaijan Communications and Information Technology Organization and the Tabriz Municipality, he stated that he expects more from the responsible officials, adding: The youth and private sector projects introduced by us to the Statistics and Information Technology Organization of Tabriz Municipality are referred to the experts of this organization every time, and after several days or months, the projects are either not accepted for various reasons or remain suspended.

He pointed out that various projects in the field of smart city development and the use of Internet of Things technology have been presented by the youth to the Statistics and Information Technology Organization of Tabriz Municipality, stating: Unfortunately, these projects, after being introduced to the municipality, either hit a wall or remain suspended.

The head of the East Azerbaijan Communications and Information Technology Organization added: The unclear motivation and work policy of this organization have prevented the advancement of technology in the province.

He continued: I can say outright that as long as the mindset and perspective that exists in this area from the municipality's side remains, we will not reach a result, and this lack of interaction and coordination will have heavy repercussions.

He mentioned that the relevant organization to the municipality intends to devise a strategic program to solve this issue, saying: Preparing this work policy will likely take a year, and during this time, Tabriz will miss many opportunities in the field of urban technology development.

Kharamesh emphasized: The municipality is obliged to require the relevant experts to review and approve the proposed projects because, in some cases, it has been observed that despite the readiness and proposals made by the youth, this organization instead of accepting them, engages in redundant work and tries to implement them itself.

Criticizing the Tabriz Municipality for not cooperating in the execution of smart city and Internet of Things-related projects, such as smart waste collection in Tabriz, he said: Unfortunately, this organization makes excuses for cooperation in developing communications and has imposed significant costs under various titles on telecommunications operators.

In continuing his remarks regarding these inconsistencies, he said: We also faced problems with the municipality regarding the increase in mobile phone penetration, as it does not allow our towers to be installed in the city, and in the past two years, we have faced spatial and technical restrictions in the city.

The head of the East Azerbaijan Communications and Information Technology Organization added: We even tried to use school yards or the roofs of private houses for tower installation, but the municipality would impose heavy taxes on private owners two years later, thus preventing those we had contracted with from continuing cooperation, resulting in a decline in mobile phone quality and penetration in some parts of the city.

He noted: This behavior of the municipality has led to a decrease in mobile phone penetration in the province and created dissatisfaction among citizens.

This report adds that Kharamesh had another criticism of the municipality regarding some parallel work and the execution of repetitive projects in the city, for which another organization is responsible. He stated that the telecommunications of East Azerbaijan has provided fiber optic infrastructure at the level of Tabriz, saying: The municipality intends to lay fiber optics again in parallel with a private company, while the responsibility for such infrastructure should be with one entity, and the municipality is obliged to utilize those capacities.

He stated that the policies of the Communications and Information Technology Organization in the field of information technology will be aimed at developing e-government at the provincial level, saying: Creating the infrastructure for using e-government services, establishing high-speed internet, increasing the incoming bandwidth to the province, and expanding urban and rural service offices are among the projects planned for expanding infrastructure in all areas of East Azerbaijan and providing a platform for technological activities.

He mentioned that this organization is responsible for creating the necessary infrastructure for the development of startups, stating: The Empowerment and Facilitation Center for startups has been established at Sahand Industrial University to provide training, guidance, and mentoring, and a shared workspace has also been virtually provided on the website www.ictstartups.ir to facilitate these businesses.

He announced the review and approval of 6 projects from the comprehensive employment fund and their introduction to the bank for creating jobs for 30 people, adding: 45 other projects have also been approved from the rural employment fund, which has the potential to create jobs for 50 people in rural areas.

The head of the Communications and Information Technology Administration referred to the approval of 27 projects in the Takapo plan and added: The contract for one of these projects has been signed.

He stated that a private company has signed a contract with Irancell for producing digital content and developing an aggregator network, adding: This company has started collecting content and publishing it through the Irancell platform, and this operator will provide free facilities to those interested in using them.

Finally, he noted: The issue of appointing a manager for the East Azerbaijan Communications and Information Technology Organization is under review by the relevant authority.
