با امضای تفاهمنامه همکاری میان معاونت علمی و فناوری ریاست جمهوری و دبیرخانه شورای عالی مناطق آزاد و ویژه اقتصادی توسط دکتر سورنا ستاری و دکتر اکبر ترکان، زمینه بهرهمندی شرکتهای دانشبنیان، مؤسسات و واحدهای فناور داخلی و خارجی از ظرفیت و توانمندی این مناطق برای توسعه اقتصاد دانش بنیان تسهیل شد.
بر اساس این تفاهمنامه، مراکز نوآوری در مناطق آزاد تجاری برای میزبانی شرکتهای دانشبنیان داخلی و خارجی همکار شکل خواهند گرفت و همچنین زمینه بهرهمندی شرکتها و مؤسسات دانشبنیان و فناور از تسهیلات، خدمات و زیرساختهای مناطق آزاد فراهم خواهد شد.
فراهم آوردن زیرساختی نوآورانه و پیشرو در هر منطقه، با توجه به ماموریتها و اولویتهای فناورانه آن، تولید و ترویج محتوای رسانهای علمی، فناورانه و فرهنگی متناسب با نیاز کشور، فرهنگسازی انتقال و بومیسازی فناوریهای مورد نیاز کشور از ماموریتهای تفاهمنامه یادشده است.
ایجاد و تقویت روابط میاندانشگاهی بینالمللی، جلب مشارکت مراکز معتبر طراحی مهندسی و فناوری جهان برای انجام طرحهای مشترک و برگزاری دورههای آموزشی، ایجاد امکان استقرار گروهها و مراکز پژوهشی خارجی در مناطق آزاد از دیگر اقداماتی است که با انعقاد این تفاهمنامه همکاری محقق میشود.

باید منتظر ماند و دید منطقه آزاد ارس که یکی از قدرتمندترین مناطق آزاد کشور به حساب میآید و در سالهای اخیر فعالیتهای آن افزایش چشمگیری داشته است، چگونه تعهدات خود را در زمینه اجرایی شدن هرچه دقیق تر این تفاهم نامه اجرایی خواهد کرد. With the signing of the memorandum of understanding for cooperation between the Vice Presidency for Science and Technology and the Secretariat of the Supreme Council of Free and Special Economic Zones by Dr. Sorena Sattari and Dr. Akbar Turkan, the ground was prepared for knowledge-based companies, institutions, and domestic and foreign technology units to benefit from the capacity and capabilities of these regions for the development of the knowledge-based economy.
According to this memorandum of understanding, innovation centers in free trade zones will be established to host domestic and foreign knowledge-based partner companies, and also the ground will be prepared for knowledge-based companies and technology institutions to benefit from the facilities, services, and infrastructure of the free zones.
Providing innovative and advanced infrastructure in each region, considering its technological missions and priorities, producing and promoting scientific, technological, and cultural media content suitable for the country's needs, and culturalizing the transfer and localization of the technologies needed by the country are among the missions of the aforementioned memorandum of understanding.
Establishing and strengthening international inter-university relations, attracting the participation of reputable engineering design and technology centers from around the world for joint projects and holding training courses, and creating the possibility for the establishment of foreign research groups and centers in free zones are other actions that will be realized with the signing of this cooperation memorandum.
