امروز (۱۶ بهمن ماه) دکتر سورنا ستاری، معاون فناوری رئیس جمهور به تبریز آمدند و مجموعهای از طرحهای زیرساختی برای توسعه کسبوکار مبتنی بر فناوری را افتتاح کردند. (البته در لحظه نگارش این متن زنجیره این افتتاحها ادامه دارد و چند شتابدهنده و مرکز نوآوری دیگر نیز بهرهبرداری خواهند شد)
دکتر ستاری در آیین بهرهبرداری از مرکز نوآوری دانشگاه تبریز سخنرانی مفصلی انجام دادند و تاکید کردند که دیگر زمان آن گذشته است که دولت با راهاندازی کارخانه اشتغال ایجاد کند. راحتی صحبتهای دکتر ستاری و فضای صمیمی گفتگوی او بسیار متفاوت از گفتگوهای رایج در میان دولتمردان استانی بود و همین، جوّی متفاوت در میان حضار ایجاد میکرد. تاکید دکتر ستاری بر شکل گیری زیسب بوم فناوری بسیار پر رنگ بود. به گفته ایشان دوبی و کشورهای عربی بارها اقدام به ساخت مکانهای گسترده و هزینهکرد بسیار شدهاند تا بتوانند سیلیکون ولی بعدی جهان باشند ولی موفقیت چندانی حاصل نکردهاند چراکه پول برای اینکار کافی نیست و شکل گیری زیست بوم واقعی از اهمیت ویژهای برخوردار است.
یکی از اتفاقات مهمی که با حضور چنین افرادی در شهر میافتد، آشنایی بیشتر مسئولان با این حال و هوا و ریزش دیدگاههای رایج سنتی درباره کسبوکار است.

ولی آیا حضور دکتر ستاری برای شکل گیری یک زیست بوم فناوری کافی است؟
قطعا که اینچنین نیست. حمایت دانشگاه و دولت مهم است. در همه جای دنیا حمایت این دو نهاد از رشد کسبوکارها مهم است. ولی این اهمیت در شهر ما به اشتباه درک شده است. اغلب بخشهای دولتی (که حداقل من تا کنون با آنها در ارتباط بودهام) هرچند زیرساخت فیزیکی فوقالعادهای در اختیار داشتهاند (مانند ساختمانها و امکانات فراوان) ولی متاسفانه فاقد بینش صحیح شتابدهی بر روی کسبوکارها هستند. مخصوصا در حوزه استارتآپها و رشد فضای استارتآپی بیشتر از کار اصولی مهندسی شده، رفتارهای هیجانی و آمارهای اشتباه به چشم میآیند تا موفقیت کسبوکارهایی که محصول این چرخهها باشند. متاسفانه هنوز کسانی که مدعی حمایت از استارتآپها هستند تفاوت میان استارتآپ و استارتآپ ویکند را نمیدانند و چنین موضوعاتی زنجیره تکامل را ناقص و مریض نگه میدارند.
شاید حضور دکتر ستاری در تبریز کانون توجهات را به این حوزه متمرکز کند ولی با رفتن ایشان از شهر، دوباره این تب خواهد خوابید.
تبریز ما بیشتر از یک سری رخدادهای کوتاه مدت، فالواقع نیازمند برنامهای بلند مدت است.
شاید تشویقها و هوراها در آیین افتتاح مرکز نوآوری دانشگاه تبریز در ظاهر خوشحال کننده باشد ولی زمانی که به درد دل صاحبان شرکتهای دانش بنیان در ساختمان بغلی همین ساختمان (مرکز رشد دانشگاه تبریز) گوش بدهید متوجه میشوید که چهرههایی غمگین دارند.
همه ما امیدوارم و کمک میکنیم که مفهوم کسبوکار فناوری در شهر ما چیزی بیشتر از دیوارها و ساختمانها باشد و همانقدری که راهاندازی زیرساخت سختافزاری برایمان مهم است، دیدگاه صحیح مدیریتی، برنامه مدون، بینش بلند مدت نیز جزوی اصلی از مسیری باشد که ترسیم کردهایم تا دیگر از نخبگانمان نشویم که : یا نباید در کشور جهان سوم زندگی کرد و یا حداقل باید در پایتخت آن بود.
Today (16 Bahman) Dr. Soorena Satari, the Vice President for Science and Technology, came to Tabriz and inaugurated a series of infrastructure projects for the development of technology-based businesses. (Of course, at the moment of writing this text, the chain of these inaugurations continues, and several other accelerators and innovation centers will also be operational)
Dr. Satari delivered a detailed speech at the inauguration ceremony of the innovation center at Tabriz University and emphasized that the time has passed for the government to create jobs by launching factories. The ease of Dr. Satari's speech and the friendly atmosphere of his dialogue were very different from the usual conversations among provincial officials, creating a different atmosphere among the attendees. Dr. Satari's emphasis on the formation of a technology ecosystem was very pronounced. According to him, Dubai and Arab countries have repeatedly attempted to build extensive places and spent a lot to become the next Silicon Valley of the world, but they have not achieved much success because money is not enough for this, and the formation of a real ecosystem is of special importance.
One of the important events that occurs with the presence of such individuals in the city is the increased familiarity of officials with this atmosphere and the shedding of traditional views about business.

But is Dr. Satari's presence enough for the formation of a technology ecosystem?
Certainly not. Support from the university and the government is important. In all parts of the world, the support of these two institutions for the growth of businesses is crucial. However, this importance has been misunderstood in our city. Most government sectors (at least those I have been in contact with so far) have had incredible physical infrastructure (such as buildings and numerous facilities), but unfortunately lack the correct vision for accelerating businesses. Especially in the field of startups and the growth of the startup environment, emotional behaviors and incorrect statistics are more visible than the successful businesses that are the product of these cycles. Unfortunately, those who claim to support startups still do not understand the difference between a startup and a startup weekend, and such issues keep the chain of evolution incomplete and unhealthy.
Perhaps Dr. Satari's presence in Tabriz will focus attention on this area, but once he leaves the city, this heat will fade again.
Our Tabriz needs a long-term program more than a series of short-term events.
Perhaps the cheers and applause at the inauguration ceremony of the innovation center at Tabriz University may seem pleasing at first, but when you listen to the heartfelt concerns of the owners of knowledge-based companies in the adjacent building (the growth center of Tabriz University), you realize they have sad faces.
We all hope and strive to ensure that the concept of technology business in our city is more than just walls and buildings, and as much as establishing hardware infrastructure is important to us, having the correct management perspective, a structured plan, and long-term vision should also be a main part of the path we have outlined so that we no longer become elites who: either should not live in a third-world country or at least must be in its capital.
