دیدگاه فعالان فناوری اطلاعات تبریز درباره همایش شهر هوشمند / جای خالی استارتاپ‌ها در شهر هوشمند IT Activists Critique Smart City Tabriz Conference for Startup Absence

رویداد شهر هوشمند تبریز در ۱۲ دی ماه در تبریز برگزار شد. بازخوردهای مختلفی درباره این رویداد در گروه فعالان فناوری اطلاعات تبریز صورت گرفت. جمع‌بندی برخی بازخورد‌ها را در ادامه مشاهده می‌کنید.

علی شافعی:

امروز طی مراسمی که در شهرداری تبریز برگزار شد از لوگو و تمبر تبریز هوشمند توسط شهردار محترم شهرمون آقای دکتر شهین باهر رونمایی گردید. مراسم که به همت مهندس فیضی مدیرعامل سازمان فناوری اطلاعات و ارتباطات شهرداری تبریز برگزار شد نقاط امیدوار کننده بسیاری داشت و حضور چهار ساعته شهردار در این رویداد نشان از اهمیت این موضوع برای شهردار و مجموعه شهرداری داشت. طی این مراسم مدیرعامل سازمان فناوری اطلاعات و ارتباطات، رئیس شورای اسلامی شهر تبریز، رئیس کمسیون شهرسازی و معماری شورای شهر تبریز، شهردار کلان شهر تبریز و به نمایندگی از کسب و کار های الکترونیکی، آقای مهندس غضنفری به ایراد سخنرانی پرداختند.
در این رویداد من به عنوان یکی از فعالین حوزه اینترنت اشیا و شبکه های سنسوری که یکی از الزامات شهر هوشمند هست حضور داشتم. و این رویداد به عنوان پیش رویدادی برای همایش تبریز هوشمند (که اردیبهشت ماه برگزار میشه) بود.
امیدوارم به همت استارت آپ ها و مدیران شهری تا اردیبهشت ماه قدم های خوبی در جهت حرکت به سمت شهری هوشمند و شهروند محور برداشته شود.

نیازهای شهرداری(!) از شهر هوشمند (!؟) عنوانی هست که شهردار یک کلانشهر برای یه همایش انتخاب میکنه! در حالیکه در عنوان بنظرم باید جای شهرداری و شهر هوشمند با هم عوض بشن ( البته این ادبیات مطالبه گرانه سیاسیون در ایران به یه امر عادی تبدیل شده) یا شاید هم واقعا تبریز رو شهر هوشمند میدونن و در مورد نیازهای سازمانشون صحبت شده! چندین سال هست که چنین همایش هایی به جز شوآف سیاسی و بهره برداری تجاری هیچ خروجی موثری نداشته . طرح شهروند الکترونیک بجز هدر دادن منابع مالی که از جیبه مردمه و دادن یه سری دیتای الکی چه تاثیرات ملموسی داشت؟ بنظرم مشخص هست از چه موضعی صحبت شده.
توسعه و هوشمندسازی، با هوشمند کردن چندتا وسیله نیست یا با هر سال برگزار کردن یکی دو تا همایش یا بهتره بگیم دورهمی خودمانی.. توسعه شهری در جهت هوشمندسازی باید پایدار و همه جانبه باشه.

خیلی دوست دارم بفرمایند طی دو سال اخیر کدام پروژه ای از سمت شهرداری به شرکتهای انفورماتیک اعطا شده؟ نقش بخش خصوصی در این تبریز هوشمند ادعایی چی هست؟ مهیا کردن طرح برای حضرات مستقر در طبقه آخر ساختمان آمار انفورماتیک برای تر زدن به طرح ها؟ هوشمندی کجای شهر و شهرداری ست؟ به شما قول میدم طرح‌های متفاوت ارائه شده در حوزه‌های مدیریت شهری و شهر هوشمند بعنوان چرک نویس داره استفاده میشه. دعوای رسانه ای آی-سی-تی و آمار انفورماتیک شهرداری رو خاطر بیارید. (لینک) حداقل ۳ طرح دادم که نمونه اش تو ایران اجرا نشده. بنده طرح ارتباط شهروند با نهاد مدیریت شهری رو با «هماهنگی قبلی» با کارشناسان محترم معاونت محترم آمار و انفورماتیک با بررسی رویکرد سه شهرداری بوستون، آمستردام و نیویورک همراه با تحلیل داده های مرتبط این شهرها تقدیم کردم. مطرح کردن جوابی که گرفتم جز اعصاب خوردی برای این گروه بهمراه نخواهد داشت. همین امروز صبح شهرداری مشهد برای محصولی که نوشتیم مشتری درآمد. بنظر شما باید عملیات ژانگولری اجرا می‌کردم؟ استاندارد روز، اجرای تجربیات موفق، استفاده از تجربیات شهرهای ایران و استفاده از روابط. باید تقلید صدا کنم حضرات خوششون بیاد؟ نتیجه این شد محصول رو دادیم دست دوستان تا برنامه نویس های شهرداری یک محصول مسخره از روش کپی بسازن. بیخیال برادر.
برای یک طرح رفتم بلغارستان نمایندگی کشور ایران از یک تولیدی گرفتم که تولید و مونتاژ ارزون در بیاد. داره یک به یک یادم میاد. 😄😄

برای من سواله بدونم تو همایش اخیر شهر هوشمند تبریز به جز امضای تمبر و صحبت‌های کلی درباره اینکه 'دنیا تغییر کرده' ، سند راهبردی مشخصی هم برای عملیاتی کردن این مسیر واقعا وجود داره؟ بدون بایاس ذهنی سوالم رو مطرح کنم. هیچ گزارشی ندیدم از اینکه واقعا چرا این گردهمایی برگزار شد و خروجیش چه بود. عکس‌های رنگارنگ و پست‌های پر ملات اینستاگرامی دستاورد دوستان هست از این همایش‌ها. آه و ناله‌های بچه‌ها از از طرح‌های به بن‌بست‌ خوردشون تو مجموعه‌های مختلف شهرداری نصیب ما و جمع‌های خصوصی. البته حتما که ما متهم میشیم به بلد نبودن قواعد بازی. من هیچ سوادی در زمینه شهر هوشمند ندارم.
کمی جستجو که کنم به کلی راهنما (For dummies!) می‌رسم و میتونم یه تصویر کلی از شهر هوشمند بگیرم. این لینک مثلا:

حالا اینکه چند نفر از سخنران‌های اون جمع چه مطالعاتی تو این زمینه دارن و واقعا چه برنامه‌ای الله اعلم.
ویرایش: این مستند برای ۶ سال پیش هست. الان تغییرات بیشتری هم هست و حتما مستندات بیشتر و بهتر.

مشکل ماها همینه.
میشینیم یه گوشه هیچی نمیگیم تا اینکه یکی یکاری بکنه.
یکی هم کاری کرد میفتیم سرش تا میتونیم دعوا میکنیم باهم.
یه ذره عملگرا باشیم. همایش در مورد هوشمندسازی شهر و … کاری از پیش نمیبره. عمل میخواد عمل!

این رویداد بیشتر یک رویداد درون سازمانی بود و بیشتره تمرکز بر روی اقداماتی بود که باید انجام بشه تا این مسیر برای کسب و کار ها شفاف تر و هموار تر باشه و مدیران شهری هر کدوم نظر خودش در این زمینه ارائه دادند رویداد اصلی انشالله اردیبهشت ماه خواهد بود تلاش سازمان فناوری اطلاعات شهرداری این هست که تا اون زمان کمیته ی واحد بین شهرداری و استانداری برای لیدری تبریز هوشمند تشکیل بشه و سیاست های مربوط به این پروژه اتخاذ بشه.
در کل رویداد امیدوار کننده ای بود که البته در این مسیر مشکلات بسیاری هم وجود داره.
و این رو هم اضافه کنم که بنده فقط به عنوان یک مهمان اونجا حضور داشتم و تضمینی بر درستی حرف های که گفته شد نمیتونم بدم. ولی این رو میتونم بهتون با اطمینان بگم که اکثر کسانی که در برگزاری اون رویداد نقش داشتند آرزویی جز پیشرفت تبریز نداشتند. این ساختار هست که مشکل داره نه افراد.

دوستان عزیز به عنوان فردی که در حین برگزاری همایش تبریز هوشمند به بدنه شهرداری نزدیک شدم عرض می کنم، موانع کار بسیار زیاد هست آدم هایی که من اسمشون رو می ذارم کوتوله، در بدنه شهرداری کم نیستن و مانع کار میشن، هر جایی که کار می خواست درست پیش بره یه عده ای که وظیفه شون اجرای درست رویداد بود به فکر فرو می رفتند که اگر خوب باشه فلان مسئول ابقا میشه و من نمی تونم زیر آبشو بزنم، آدم هایی که فکر می کردند خیلی می دونن ولی جز خراب کردن، کاری از دستشون بر نیومد، بیماریهای سیستمی بسیار زیادند، تا واردش نشدید به این راحتی قضاوت نکنید، سیستم بد آدم خوب را بد می کند و سیستم خوب آدم بد را خوب، شخصا اعتراف می کنم که اگر من هم در همچین سیستمی قرار می گرفتم به خاطر فشار سیستمی کسی می شدم مثل همینها، این یک پیش رویداد بود برای همایش بزرگ اردیبهشت ماه و قرار بود مدیران با اهمیت موضوع بیشتر آشنا بشن و در ادامه بیشتر همکاری کنند، خلق تبریز هوشمند به مطالبه عمومی مردم کشیده بشه وهمینکه شما منتقدانه اینجا در موردش صحبت می کنید یعنی تبریز هوشمند داره به مطالبه عمومی تبدیل میشه، ضعفها کم نبود ولی همینکه کلمه ای به نام تبریز هوشمند متولد شد و در ادامه به کرات تکرار خواهد شد خود قدمیست رو به جلو هر چند کوچک، سخنرانی من هم اونجا در محور این بود که اگر هم قرار باشه تبریز هوشمند بشه به دست کسب و کارها و استارت ها خواهد بود و حمایت از اونها کافیست تا تبریز به سمت هوشمندی هدایت بشه، لطفا با وجود همه موانع قدمهای رو به جلو داشته باشیم، منتظر سوار بر اسب سفید نماید، شما فعال فناوری اطلاعات اگر در کارت خوب باشی داری شهر رو به سمت هوشمندی هدایت می کنی.

The Smart City Tabriz event was held on 12 Dey in Tabriz. Various feedbacks regarding this event were received in the group of IT activists in Tabriz. You can see a summary of some feedbacks below.

Ali Shafiei:

Today, during a ceremony held at the Tabriz Municipality, the logo and stamp of Smart Tabriz were unveiled by our esteemed mayor, Dr. Shahin Bahar. The ceremony, organized by Engineer Faizi, the CEO of the Tabriz Municipality's IT and Communications Organization, had many hopeful points, and the mayor's four-hour presence at this event indicated the importance of this issue for the mayor and the municipality. During this ceremony, the CEO of the IT and Communications Organization, the Chairman of the Islamic Council of Tabriz, the Chairman of the Urban Planning and Architecture Commission of the City Council of Tabriz, the mayor of the metropolis of Tabriz, and on behalf of electronic businesses, Engineer Ghazanfari delivered speeches.
I attended this event as one of the activists in the field of IoT and sensor networks, which are among the requirements for a smart city. This event was a precursor to the Smart Tabriz conference (which will be held in Ordibehesht).
I hope that with the efforts of startups and city managers, good steps will be taken towards a smart and citizen-centered city by Ordibehesht.

Ali (ALi):

The needs of the municipality (!) from the smart city (!?) is a title that the mayor of a metropolis chooses for a conference! While I think the titles of the municipality and smart city should be swapped (of course, this demanding rhetoric of politicians in Iran has become a normal matter) or maybe they really consider Tabriz a smart city and have discussed the needs of their organization! For several years, such conferences have had no effective output other than political show and commercial exploitation. What tangible impacts did the electronic citizen plan have besides wasting financial resources from people's pockets and providing some useless data? It seems clear from what position this is being discussed.
Development and smartening are not just about smartening a few devices or holding one or two conferences every year, or better to say informal gatherings... Urban development towards smartening must be sustainable and comprehensive.

I would really like to know which project has been awarded by the municipality to IT companies in the last two years? What is the role of the private sector in this claimed smart Tabriz? Preparing proposals for those stationed on the top floor of the IT statistics building to impress them? Where is the smartness in the city and municipality? I promise you that different proposals presented in the fields of urban management and smart city are being used as rough drafts. Remember the media conflict between ICT and the IT statistics of the municipality. (link) I submitted at least 3 proposals, one of which has not been implemented in Iran. I submitted a proposal for citizen engagement with the urban management institution with "prior coordination" with the esteemed experts of the esteemed IT and Statistics Department, along with an analysis of the approaches of the municipalities of Boston, Amsterdam, and New York, along with the analysis of related data from these cities. Bringing up the response I received will only lead to frustration for this group. Just this morning, the Mashhad municipality became a customer for a product we wrote. Do you think I should have performed some juggling? The current standard, implementing successful experiences, using the experiences of Iranian cities, and leveraging relationships. Should I imitate the voice so that they like it? The result was that we handed the product over to friends so that the municipality's programmers could create a ridiculous product by copying it. Forget it, brother.
For one proposal, I went to Bulgaria and got representation for Iran from a manufacturer to make production and assembly cheaper. I remember one by one. 😄😄

I'm curious to know if there is a specific strategic document for operationalizing this path in the recent smart city conference in Tabriz, apart from signing stamps and general talks about how 'the world has changed'? I want to ask my question without any bias. I haven't seen any report on why this gathering was really held and what its output was. Colorful photos and heavy Instagram posts are the achievements of friends from these conferences. The sighs and complaints of the kids from their stalled projects in various municipal organizations have reached us and private groups. Of course, we will definitely be accused of not knowing the rules of the game. I have no knowledge in the field of smart cities.
A little search leads me to a whole guide (For dummies!) and I can get a general picture of a smart city. This link, for example:

Now, how many of the speakers in that gathering have studies in this field and what real plans they have, God knows.

We sit in a corner and say nothing until someone does something.
When someone does something, we jump on them and fight as much as we can.
Let's be a little pragmatic. A conference about smartening the city and... doesn't get us anywhere. Action is needed!

Ali Shafiei:

This event was more of an internal organizational event and focused more on the actions that need to be taken to make this path clearer and smoother for businesses, and city managers each provided their opinions in this regard. The main event will hopefully be in Ordibehesht, and the effort of the IT organization of the municipality is to form a unified committee between the municipality and the governorate for leading Smart Tabriz by that time and to adopt policies related to this project.
Overall, it was a hopeful event, although there are many problems in this path.
And I should also add that I was only present there as a guest and cannot guarantee the accuracy of what was said. But I can assure you that most of those who played a role in organizing that event had no wish other than the progress of Tabriz. It is the structure that has the problem, not the individuals.

Dear friends, as someone who approached the municipality during the Smart Tabriz conference, I must say that there are many obstacles to work. There are many people in the municipality whom I call dwarfs, and they hinder work. Wherever work was supposed to proceed correctly, some people whose job was to execute the event were thinking that if it goes well, a certain official will be retained, and I cannot undermine them. People who thought they knew a lot but could do nothing but ruin things. There are many systemic diseases; until you get into it, do not judge so easily. A bad system makes a good person bad, and a good system makes a bad person good. I personally admit that if I were in such a system, due to systemic pressure, I would become like them. This was a precursor event for the big conference in Ordibehesht, and it was supposed to familiarize managers with the importance of the subject and encourage more cooperation. The creation of Smart Tabriz should be drawn into the public demand of the people, and the fact that you are critically discussing it here means that Smart Tabriz is becoming a public demand. There were many weaknesses, but the mere fact that the term Smart Tabriz was born and will be repeated many times in the future is a step forward, however small. My speech there was centered on the idea that if Tabriz is to become smart, it will be through businesses and startups, and supporting them is enough to guide Tabriz towards smartness. Please, despite all the obstacles, let’s take steps forward. Don’t wait for someone to come riding on a white horse. You, as IT activists, if you are good at your job, are guiding the city towards smartness.
